Planography was founded by Troy Spencer, a town planner with more than 20 years of experience across local government, state government and private consultancy.

Troy has worked on hundreds of planning applications across regional Victoria and has represented clients at the Victorian Civil and Administrative Tribunal.

Our team understands planning schemes, council processes, rural zoning, overlays and the practical steps required to achieve a positive outcome. We focus on accuracy, communication and delivering work that meets Council and referral authority expectations.

Troy has over two decades of experience in Victorian planning, including 10 years in local and state government and more than 12 years in private practice. He has managed applications across residential, commercial and rural land uses and has extensive experience preparing planning reports, subdivision assessments, Whole Farm Plans, Integrated Land Management Plans and representation at Council and VCAT.

Nicholas Spencer

Town Planner

Nicholas assists with planning research, document preparation, site analyses and Council communication. He supports both residential and rural applications and contributes to drafting and assessment work.

Frequently Asked Questions

What planning documents do I need for my application?

This depends on your property, zoning and overlay requirements. Most applications need a planning report, site plans, context plans and supporting assessments such as Clause 54, 55 or 56 documentation. We can confirm everything during a quick call.

Do you prepare all plans and reports required by Council?

Yes. We prepare planning reports, subdivision layouts, BAL assessments, Clause 56 assessments, Whole Farm Plans, Integrated Land Management Plans, site plans and supporting documentation.

How long does it take to prepare an application?

Simple planning applications can be prepared within a few days. More detailed reports or complex rural or commercial assessments may take longer. We can give you a time estimate after reviewing your proposal.

Can you deal directly with Council for me?

Yes. We communicate with Council and all referral authorities on your behalf. This includes lodging the application, responding to requests and managing communication until a decision is made.

Can you represent me at Council or VCAT?

Yes. We handle professional representation at Council meetings, mediation sessions and VCAT hearings, including preparing submissions and speaking on your behalf.

How do I know if my property is suitable for subdivision?

Suitability depends on zoning, overlays, lot size, access, infrastructure and servicing requirements. We can assess your site and provide clear guidance on subdivision potential.

Do you work with rural and agricultural properties?

Yes. We prepare rural dwellings, agricultural buildings, Whole Farm Plans and Integrated Land Management Plans. We have extensive experience with farming zones and regional overlays.
